PUBLIC NOTICE 

DECLARATION OF BOATING ACTIVITY EXEMPTION 

Corangamite Catchment Management Authority as the declared waterway manager for the Barwon River between the Lower Breakwater and Orana Road, makes the following declaration under section 203(3) of the Marine Safety Act 2010 (Vic). 

For the purposes of boating activity conducted by Geelong Waterski Club, persons and vessels involved in the 2024 Victorian Waterski Championships are exempt from the following requirements: 

State Rules made under the Marine Act 1988 

  1. Clause 2(a) – must not exceed 5 knots within 50 metres of a person in the water 
  1. Clause 2(c) – must not exceed 5 knots within 50 metres of another vessel 
  1. Clause 3(b) – must not exceed 5 knots within 50 metres of a fixed or floating structure 

Marine Safety Regulations 2023 

  1. Regulation 66(3) – Persons on vessels must wear a lifejacket of type specified at all times when underway on inland waters 
  1. Regulation 69 – A person being towed must wear a lifejacket. 
  1. Regulation 70 - Master of vessel must ensure occupants wear a lifejacket and must not allow the vessel to be operated unless persons onboard when underway or being towed wear a lifejacket 

Subject to the conditions detailed below: 

  • Masters of event official and rescue vessels are only exempt from item 1 to 3 when undertaking a rescue operation to retrieve persons in distress, provide for their initial medical or other needs and deliver them to a place of safety on shore. 
  • Masters of competing vessels are only exempt from items 1-3 for the duration of the event.  
  • ‘Trick’ skiers being towed are only exempt from items 4 & 5 provided they wear a bright coloured top. 
  • Masters of towing vessels are only exempt from items 6 when towing water skiers who are participating in trick events, and when retrieving waters skiers who are participating in trick events and exempt from wearing a lifejacket. 
  • All persons on vessels and skiers associated with the event must wear a lifejacket (unless exempt from item 5 in accordance with these conditions), and vessels must have all prescribed safety equipment, including rescue vessels.  
  • Should vessels approach wishing to transit the event area they will be subject to the directions of the chief judge on the day and will do so to ensure that the safety of all waterway users is maintained. 
  • The exemptions apply from 6:00am to 8:00pm on 23 – 25 February 2024 within the event area – from downstream edge of Goat Island to approximately 900m downstream of the Geelong Waterski Club.  
  • The exemptions apply provided the stated safety controls and undertakings detailed in the application form and associated documentation are adhered to.

For the purposes of boating activity conducted by Paddle Victoria Marathon Committee, persons and vessels involved in the 2024 Victorian Canoe Marathon Championships are exempt from the following requirements:

State Rules made under the Marine Act 1988

  1. Clause 2(a) – must not exceed 5 knots within 50 metres of a person in the water
  2. Clause 2(c) – must not exceed 5 knots within 50 metres of another vessel
  3. Clause 3(b) – must not exceed 5 knots within 50 metres of a fixed or floating structure

Waterway Rules made under the Marine Safety Act 2010 / Marine Act 1988

  • Clause 7.4(c) of Schedule 7 – areas prohibited to vessels with engines

Marine Safety Regulations 2023

  • Regulation 61(5) - Master requirement to carry listed safety equipment on vessel on inland waters (Bailer)
  • Regulation 61(6) - Master requirement to carry lifejacket on vessel on inland waters for each person onboard
  • Regulation 66(3) – Person must wear a lifejacket (of type specified) at all times when vessel is underway on inland waters

Subject to the conditions detailed below:

  • Masters of competing vessels are only exempt from item 1 to 3 & 5 to 7 for the duration of the event. 
  • Masters of event official and rescue vessels are only exempt from items 1 to 3 when undertaking a rescue operation to retrieve persons in distress, provide for their initial medical or other needs and deliver them to a place of safety onshore 
  • Masters of event official vessels and rescue vessels are only exempt from item 4 for the duration of the events. 
  • Occupants of mechanically powered vessels involved with the event must always wear a lifejacket during the event and vessels must have all prescribed safety equipment, including rescue vessels.
  • The exemptions apply 7:00am – 5:00pm Saturday 2 & Sunday 3 March 2024 within the exclusion zone waters - Barwon River from the Fyans Park boat ramp to the 200m mark within the established rowing course area.  
  • The exemptions apply provided the stated safety controls and undertakings detailed in the application form and associated documentation are adhered to.

NOTICE OF BOATING ACTIVITY EXCLUSION ZONE

Corangamite Catchment Management Authority as the declared waterway manager for the Barwon River between the Lower Breakwater and Orana Road hereby gives notice under section 208(2) of the Marine Safety Act 2010 (Vic) that all persons and vessels not registered to take part in the 2024 Victorian Canoe Marathon Championships are prohibited from entering and remaining in the following waters.

Waters of the Barwon River – from the Fyans Park boat ramp to the 200m mark within the established rowing course area.

The exclusion zone will be in effect from 7:00am to 5:00pm on Saturday 2 and Sunday 3 March 2024.

NOTICE OF BOATING ACTIVITY EXCLUSION ZONE

CORRIGENDUM

This Notice corrects an error contained in a Notice published in the General Gazette No.43 on page 1914 Thursday 26 October 2023

The prescribed exclusion zone for the 2024 Head of the School Girls Regatta to be held on 15-17 March 2024 is changed to read:

Waters on the Barwon River - between the Princess Bridge, Newtown and an imaginary line joining two signs stating ‘Rowing Zone - Power Boat Zone’ situated on opposite banks of the river approximately 115 metres west of the southern Swanston Street carpark, within the established rowing course area.

For the purposes of boating activity conducted by Rowing Victoria, persons and vessels involved in the Rowing Victoria\ State Team Time Trials are exempt from the following requirements

State Rules made under the Marine Act 1988

1.         Clause 2(a) – must not exceed 5 knots within 50 metres of a person in the water

2.         Clause 2(c) – must not exceed 5 knots within 50 metres of another vessel

3.         Clause 3(b) – must not exceed 5 knots within 50 metres of a fixed or floating structure

Waterway Rules made under the Marine Safety Act 2010 / Marine Act 1988

4.         Clause 7.4(c) of Schedule 7 – areas prohibited to vessels with engines

Subject to the conditions detailed below:

•          Masters of rescue vessels are only exempt from item 1 to 3 when undertaking a rescue operation to retrieve persons in distress, provide for their initial medical or other needs and deliver them to a place of safety on shore, and item 4 for the duration of the event.

•          Competitors are only exempt from items 2 to 3 when competing in the events

•          Occupants of mechanically powered vessels involved with the event must wear a lifejacket at all times during the event and vessels must have all prescribed safety equipment.

•          The event is operating under the auspices of Rowing Victoria, including the Rowing Victoria Safety Management Plan, which meets the criteria of Clause 3 of Exemption Notice 1 made under the Marine Regulations 1999 in respect of the exemption for rowing vessels to not carry or wear a lifejacket.

•          The exemptions apply from 7:00am to 12:00pm on Sunday 25 February 2024 within the Rowing Mile section of the Barwon River.

•          The exemptions apply provided the stated safety controls and undertakings detailed in the application form and associated documentation are adhered to.

For the purposes of boating activity conducted by Geelong Waterski Club, persons and vessels involved in the Victorian Interclub Challenge are exempt from the following requirements: 

State Rules made under the Marine Act 1988 

  1. Clause 2(a) – must not exceed 5 knots within 50 metres of a person in the water 
  1. Clause 2(c) – must not exceed 5 knots within 50 metres of another vessel 
  1. Clause 3(b) – must not exceed 5 knots within 50 metres of a fixed or floating structure 

Marine Safety Regulations 2023

  • Masters of competing vessels are only exempt from items 1-3 for the duration of the event.

Corangamite Catchment Management Authority as the declared waterway manager for the Barwon River between the Lower Breakwater and Orana Road hereby gives notice under section 208(2) of the Marine Safety Act 2010 (Vic) that all persons and vessels not registered to take part in the Rowing Victoria 2023 to 2024 Season Regattas are prohibited from entering and remaining in the following waters.

Waters of the Barwon River – from approximately 70 metres downstream of the Geelong Canoe Club to Landy Field within the established exclusion zone marked by buoys at approximate locations:

Note: The local water ski club will be permitted to access the exclusion zone from the Belmont Common Boat Ramp and utilise the transit lane to access the Barwon River south of Landy Field for all regattas listed in Table 1 below excluding the Barwon Regatta and the Head of the Schoolgirls Regatta.

The exclusion zones will be in effect for the times and dates detailed the Table 1.

  • The exemptions apply from 7:00am to 4:00pm on Sunday 10 September 2023 within the exclusion zone waters of Barwon River - from the 600m mark of the Barwon River Rowing Mile to upstream of an imaginary line from West Fyans Street. 
  • The exemptions apply provided the stated safety controls and undertakings detailed in the application form and associated documentation are adhered to.

Corangamite Catchment Management Authority as the declared waterway manager for the Barwon River between the Lower Breakwater and Orana Road, hereby gives notice under section 208(2) of the Marine Safety Act 2010 (Vic) that all persons and vessels not registered to take part in Rowing Victoria (RV) 2022-2023 season Regattas on the Barwon River as detailed in Table 1 are prohibited from entering and remaining in the following waters.

Waters on the Barwon River between an imaginary line joining two signs stating ‘Rowing Zone – Power Boat Zone’ situated on opposite banks of the river at the downstream edge of the Princes Bridge (Shannon Ave), and an imaginary line joining two signs stating ‘Rowing Zone - Power Boat Zone’ situated on opposite banks of the river approximately 115 metres west of the southern Swanston Street carpark, within the established rowing course area. This applies to all Regattas, excluding those indicated below.

*Head of the Barwon: waters of the Barwon River from Queens Park bridge to Moorabool St bridge.

The exclusion zones will be in effect for the times and dates detailed the Table 1.

For the purposes of boating activity conducted by Geelong Rowing Association, persons and vessels involved in the Rowing Geelong Winter Series 2022 are exempt from the following requirements:

State Rules made under the Marine Act 1988

  1. Clause 2(a) – must not exceed 5 knots within 50 metres of a person in the water
  2. Clause 2(c) – must not exceed 5 knots within 50 metres of another vessel
  3. Clause 3(b) – must not exceed 5 knots within 50 metres of a fixed or floating structure

Waterway Rules made under the Marine Safety Act 2010 / Marine Act 1988

  1. Clause 7.4 of Schedule 7 – areas prohibited to vessels with engines on the Barwon River.

Subject to the conditions detailed below:

  • Masters of rescue vessels are only exempt from item 1 to 3 when undertaking a rescue operation to retrieve persons in distress, provide for their initial medical or other needs and deliver them to a place of safety on shore, and item 4 for the duration of the event.
  • Masters of competing vessels are only exempt from items 2 to 3 when competing in the events
  • Occupants of mechanically powered vessels involved with the event must wear a personal flotation device at all times during the event and vessels must have all prescribed safety equipment.
  • The event is operating under the auspices of Rowing Victoria, including the Rowing Victoria Safety Management Plan, which meets the criteria of Clause 3 of the Exemption Notice made under the Marine Regulations 1999 in respect of the exemption for rowing vessels to not carry or wear a personal flotation device
  • The exemptions apply to the times, dates and events as specified in Table 1 below on the waters of the Barwon River between Queens Park to Moorabool St Bridge.
  • The exemptions apply provided the stated safety controls and undertakings detailed in the application form and associated documentation are adhered to.

 NOTICE CONTROLLING NAVIGATION IN THE VICINITY WORKS

 Corangamite Catchment Management Authority (CCMA), as the declared waterway manager for the Barwon River, makes the following notice under section 211(1)(b)(i) of the Marine Safety Act 2010 (Vic) (the Act).

For the purposes of the works activity conducted by Barwon Water for the demolition works of four of the fourteen pier and truss spans of the reinforced concrete Sewer Aqueduct that crosses the Barwon River. The navigation and movement of vessels is prohibited from waters of the Barwon River as detailed below in Table 1, excluding vessels involved in the works and CCMA vessels.

DECLARATION OF EXEMPT BOATING ACTIVITY – 2020 Paddle Victorian Canoe Marathon Championship

Corangamite Catchment Management Authority as the declared waterway manager for Barwon River between the Lower Breakwater and Orana Road, makes the following declaration under section 203(3) of the Marine Safety Act 2010 (Vic).

For the purposes of boating activity conducted by Paddle Victoria, persons and vessels involved in the 2020 Victorian Canoe Marathon Championships, are exempt from the following requirements:

State Rules made under the Marine Act 1988

  1. 2 (a) Within 50m of a person in the water
  2. 2 (c) – must not exceed 5 knots within 50 metres of another vessel – applies to competing vessels and event official and rescue vessels.

Waterway Rules made under the Marine Safety Act 2010

3. Clause 7.4 of Schedule 7 – areas prohibited to vessels with engines on the Barwon River – applies to event official vessels and rescue vessels.

The event area holds a standing exemption from Clause 3(a) – 5 knots within 50 metres of the waters’ edge, as detailed by Schedule 7, Clause 7.1.

Subject to the conditions detailed below:

  • Masters of competing vessels are only exempt from items 1-2 when competing in an event.
  • Masters of event official vessels and rescue vessels are only exempt from items 1-2 when undertaking a rescue operation to retrieve persons in distress, provide for their initial medical or other needs     and deliver them to a place of safety on shore.
  • Masters of event official vessels and rescue vessels are only exempt from item 3 for the duration of the events.
  • Occupants of mechanically powered vessels involved with the event must wear a personal flotation device at all times during the event and vessels must have all prescribed safety equipment, including rescue vessels.

DECLARATION OF BOATING ACTIVITY EXEMPTION

Corangamite Catchment Management Authority as the declared waterway manager for the Barwon River between the Lower Breakwater and Orana Road, makes the following declaration under section 203(3) of the Marine Safety Act 2010 (Vic).

For the purposes of boating activity conducted by Rowing Victoria, persons and vessels involved in the Rowing Victoria 2019-20 Regattas, as detailed in Table 1 below, are exempt from the following requirements:

State Rules made under the Marine Act 1988

  1. Clause 2(a) – must not exceed 5 knots within 50 metres of a person in the water;
  2. Clause 2(c) – must not exceed 5 knots within 50 metres of another vessel;
  3. Clause 3(b) – must not exceed 5 knots within 50 metres of a fixed or floating structure.

Waterway Rules made under the Marine Safety Act 2010 / Marine Act 1988

Subject to the conditions detailed below:

 NOTICE CONTROLLING NAVIGATION IN THE VICINITY WORKS

 Corangamite Catchment Management Authority (CCMA), as the declared waterway manager for the Barwon River, makes the following notice under section 211(1)(b)(i) of the Marine Safety Act 2010 (Vic) (the Act).

 For the purposes of the works activity conducted by Barwon Water for the demolition works of four of the fourteen pier and truss spans of the reinforced concrete Sewer Aqueduct that crosses the Barwon River. The navigation and movement of vessels is prohibited from waters of the Barwon River as detailed below in Table 1, excluding vessels involved in the works and CCMA vessels.

NOTICE OF BOATING ACTIVITY EXCLUSION ZONE

Corangamite Catchment Management Authority as the declared waterway manager for the Barwon River between the Lower Breakwater and Orana Road, hereby gives notice under section 208(2) of the Marine Safety Act 2010 (Vic) that all persons and vessels not registered to take part in the Rowing Victoria 2019/20 Regattas on the Barwon River as detailed in Table 1 are prohibited from entering and remaining in the following waters.

Waters of the Barwon River between an imaginary line joining two signs stating ‘Rowing Zone – Power Boat Zone’ situated on opposite banks of the river at the downstream edge of the Princes Bridge (Shannon Ave), and an imaginary line joining two signs stating ‘Rowing Zone – Power Boat Zone’ situated on opposite banks of the river approximately 115 metres west of the southern Swanston Street carpark, within the established rowing course area, provided the stated safety controls and undertakings detailed in the application form and associated documentation are adhered to. 

The exclusion zone will be in effect for the times and dates detailed below.

NOTICE OF BOATING ACTIVITY EXCLUSION ZONE – Ovid Sewer Aqueduct

Corangamite Catchment Management Authority as the declared waterway manager for the Barwon River between the Lower Breakwater and Orana Road, hereby gives notice under section 208(2) of the Marine Safety Act 2010 (Vic) that all persons and vessels are prohibited from entering the following waters of the Barwon River – Specifically upstream and downstream of Goat Island, Breakwater within 100 meters of stationed drumlines, and as marked by red River Closed buoy.

The exclusion zone will be in effect from 18th December 2019

DECLARATION OF EXEMPT BOATING ACTIVITY – 2020 Paddle Victorian Canoe Marathon Championship

Corangamite Catchment Management Authority as the declared waterway manager for Barwon River between the Lower Breakwater and Orana Road, makes the following declaration under section 203(3) of the Marine Safety Act 2010 (Vic).

For the purposes of boating activity conducted by Paddle Victoria, persons and vessels involved in the 2020 Victorian Canoe Marathon Championships, are exempt from the following requirements:

State Rules made under the Marine Act 1988

  1. 2 (a) Within 50m of a person in the water
  2. 2 (c) – must not exceed 5 knots within 50 metres of another vessel – applies to competing vessels and event official and rescue vessels.

Waterway Rules made under the Marine Safety Act 2010

3. Clause 7.4 of Schedule 7 – areas prohibited to vessels with engines on the Barwon River – applies to event official vessels and rescue vessels.

The event area holds a standing exemption from Clause 3(a) – 5 knots within 50 metres of the waters’ edge, as detailed by Schedule 7, Clause 7.1.

Subject to the conditions detailed below:

  • Masters of competing vessels are only exempt from items 1-2 when competing in an event.
  • Masters of event official vessels and rescue vessels are only exempt from items 1-2 when undertaking a rescue operation to retrieve persons in distress, provide for their initial medical or other needs     and deliver them to a place of safety on shore.
  • Masters of event official vessels and rescue vessels are only exempt from item 3 for the duration of the events.
  • Occupants of mechanically powered vessels involved with the event must wear a personal flotation device at all times during the event and vessels must have all prescribed safety equipment, including rescue vessels.

Corangamite Catchment Management Authority as the declared waterway manager for   Barwon River between the Lower Breakwater and Orana Road hereby gives notice under section 208(2) of the Marine Safety Act 2010 (Vic) that all persons and vessels not registered to take part in the Name of event 2020 Victorian Canoe Marathon Championships are prohibited from entering and remaining in the following waters.

Waters from the start of the 100m mark of the Barwon River Rowing Zone (West) to Yarra st, Geelong

The exclusion zone will be in effect from Saturday 29th February 2020 7:00am to 1:30pm and Sunday 1st March 2020 7:00am to 12:00pm

PUBLIC NOTICE

DECLARATION OF BOATING ACTIVITY EXEMPTION

Corangamite Catchment Management Authority as the declared waterway manager for the Barwon River between the Lower Breakwater and Orana Road, makes the following declaration under section 203(3) of the Marine Safety Act 2010 (Vic).

For the purposes of boating activity conducted by Rowing Victoria, persons and vessels involved in the Rowing Victoria 2019-20 Regattas, as detailed in Table 1 below, are exempt from the following requirements:

State Rules made under the Marine Act 1988

  1. Clause 2(a) – must not exceed 5 knots within 50 metres of a person in the water;
  2. Clause 2(c) – must not exceed 5 knots within 50 metres of another vessel;
  3. Clause 3(b) – must not exceed 5 knots within 50 metres of a fixed or floating structure.

Waterway Rules made under the Marine Safety Act 2010 / Marine Act 1988

4. Clause 7.4 of Schedule 7 – areas areas prohibited to vessels with engines on the Barwon River.

Subject to the conditions detailed below:

  • Masters of event official and rescue vessels are only exempt from 1 to 3 above when undertaking a rescue operation to retrieve persons in distress, provide for their initial medical or other needs and deliver them to a place of safety on shore, and item 4 for the duration of the events.
  • Masters of competing vessels are only exempt from 2 to 3 above when competing in the events.
  • Occupants of mechanically powered vessels involved with the event must wear a personal flotation device at all times during the event and vessels must have all prescribed safety equipment.
  • The event is operating under the auspices of Rowing Victoria, including the Rowing Victoria Safety Management Plan, which meets the criteria of Clause 3 of Exemption Notice 1 made under the Marine Regulations 1999 in respect of the exemption for rowing vessels to not carry or wear a personal flotation device.
  • The above exemptions apply for the times and dates detailed in Table 1, to the persons and vessels participating in the RV events within the exclusion zone waters on the Barwon River between an imaginary line joining two signs stating ‘Rowing Zone – Power Boat Zone’ situated on opposite banks of the river at the downstream edge of the Princes Bridge (Shannon Ave), and an imaginary line joining two signs stating ‘Rowing Zone Power Boat Zone’ situated on opposite banks of the river approximately 115 metres west of the southern Swanston Street carpark, within the established rowing course area, provided the stated safety controls and undertakings detailed in the application form and associated documentation are adhered to.
